Baseball America's Top Prospects

I picked up "Baseball America Prospect Handbook" this morning, while I have not had a chance to read it, and get their opinion of the Cubs top 25, I did read the organizational rankings, and it has the Cubs at #18 It says:

The Cubs' farm n concert system keeps sliding in concertwith it's major league win-loss record, and the Cubs haven't spent wildly to keep pace in the minors.Top prospects like Felix Pie & Donald Veal have tools but lack polish...

They had the Cubs ranked #1 in 2002...
